A push to cut the income tax, solve a state agency’s financial crisis and reduce government spending dominated the 2025 legislative session.

The Republican-controlled Legislature ultimately worked out a budget deal that checked all three of those boxes — as well as a series of reforms to protect businesses from huge lawsuits and legal liabilities. The capstone of that effort was creating two new state courts to exclusively handle complex business lawsuits, a system that is now being challenged as unconstitutional.
