'HEAP is where clients are going to notice the cuts'

BATAVIA — As federal funding cuts take effect, Home Energy Assistance Program beneficiaries may feel the effect.

The funding cuts will be most apparent in the HEAP program, said Commissioner Carla Mindler of the Genesee County Department of Social Services.
