Shocking allegations of abuse and neglect at childcare centres have dominated headlines, but another child protection sector is subject to far more reports of mistreatment.

The NSW Minister for Families and Communities, Kate Washington, said she inherited an out-of-home care system that was "spiralling out of control", but since the change in government, reports of abuse have kept rising.

In an interview with Stateline, Ms Washington said she was determined to overhaul a system in which some children had never felt safe.

"Nothing speaks to me more clearly as minister responsible for those kids that we must reform the system significantly to ensure that there's greater transparency and accountability for every single provider,"
