MADISON, Wis. -- A new bill, introduced in the Wisconsin State Senate Thursday, would require animal testing facilities and breeders in the state to allow cats and dogs that they no longer need to be put up for adoption.

Senate Bill 414 would create a three-week waiting window where testing facilities and breeders would have to offer unneeded dogs or cats that pose no public health or safety risk to releasing agencies such as animal shelters or humane societies, so the animals can be adopted. If the animals aren't taken after those three weeks, the facilities and breeders can euthanize them.
