After losing his bid for re-election by hundreds of vote, outgoing Mobile District 2 Councilman William Carroll filed a lawsuit against councilwoman-elect Samantha Ingram Friday challenging her election and residency qualifications.

Ingram, who left Mobile in 2007 after serving as deputy superintendent of the Mobile County Public Schools System, won the District 2 race on Tuesday, Aug. 26 with 3,304 votes, roughly 52 percent of the vote. Carroll, the incumbent, only earned 2,696 votes.
