President Donald Trump deployed the National Guard to Washington, D.C., to combat violent crime and has again suggested he might do so in other American cities, including Baltimore. His actions are not rooted in evidence on how to care for and create safer communities, and they will cause more harm than good.

Experts have long identified poverty, income inequality, housing instability, underfunded schools, weak gun laws, unaddressed mental health needs and substance abuse as root causes of violent crime. These are historic, systemic issues rooted in America’s racist past that require systemic solutions. Deployment of military personnel untrained in community policing will not work.
