President Donald Trump's AI-generated post on Truth Social, saying "Chicago about to find out why it's called the Department of War," was an "ominous" signal to one analyst.

Tim Miller, writer-at-large for the conservative outlet The Bulwark, joined the publication's managing editor, Sam Stein, on the podcast "Bulwark Takes" on Sunday to discuss Trump's post. Miller, who was the communications strategist for Jeb Bush's 2016 campaign, argued that it was indicative of the administration's efforts to find a solid legal ground for sending federal troops into blue states and cities.

"It's ominous," Miller said. "It's not, not ominous."

This week, Trump threatened to send troops to Chicago and New Orleans.

"We’re making a determination now — do we go to Chicago, or do we go to a place like New Orleans where we have a great governor, Jeff Landry, who wants us to come in and straighten out a very nice section of this country that’s become quite tough, quite bad," Trump said on Wednesday.

"To me, that signaled that he was considering not challenging the courts in this way," Miller said.

"Maybe the path of least resistance here, if you're dipping your toe into the authoritarian waters, is to not go over the blue state governor's heads, but go to blue cities in red states where you think the governor will welcome you and see how that goes," Miller continued.

Miller added that the administration also appears to have some plans in store for Democratic governors who resist Trump's attempts to deploy the National Guard.

"I think that there are some more extreme ideas for the blue state governors as far as what they could do with the national guard that is under their control," Miller said. "I think the blue state governors so far on this have acted pretty good, but the rubber hasn't really met the road yet."
