Nearly 70 tents have sprouted on a gravel parking lot in South Harrisburg that’s become a next-generation community for the city’s unhoused, many of them women.

The combination of 24-hour video monitoring; rules to keep the site clean and free of outbursts and violence; and the daily on-site operation by a private, non-profit driven largely by donations seems to be working, according to PennLive’s spot interviews with residents there.
