NEW CASTLE, Del. (WPVI) -- Police in Delaware are looking for the driver who struck and killed someone, then took off.

It happened on a very narrow shoulder through one stretch of Route 13 in New Castle. It is under the train tracks, right near the intersection of Pulaski and South DuPont Highway.

That's where Delaware state police say EMTs found the pedestrian dead around 8 p.m. Monday night.

As police investigate, New Castle drivers are reacting.

"This person that was hit by the vehicle has a family and loved ones. Take the responsibility of your actions. Come up and turn yourself in," said Sylvester Oden.

New Castle District 12 Councilman Kevin Caneco says a project to install a median fence along Route 13 is, in part, to stop pedestrians from crossing, but more must be done.
