PROVIDENCE, R.I. (WPRI) — A Providence police sergeant who beat a handcuffed man more than five years ago is fighting to get back on the police force.

Sgt. Joseph Hanley was scheduled to go back to work last week, but city officials are refusing to let him while they file an appeal of his reinstatement.
