A DACA recipient from Horizon City held by U.S. Immigration and Customs Enforcement in New Mexico may not be transferred out of the state pending further court action, a federal court judge has ruled. Paulo Cesar Gamez Lira, 28, a forklift operator who is married and has four children, was detained by a group of seven unidentified men in front of his home on Aug. 13 and has since been held at the Otero County Processing Center in Chaparral, New Mexico.
