BILLINGS, Mont. – The future of a commercial and housing development project in downtown Billings remains uncertain. The project, involving the renovation of the old Billings Hardware building by High Plains Architects, has faced delays, causing concern among Billings City Council members.

In September 2022, the Billings City Council awarded TIF funding for the project. This funding, derived from future property tax increases, has been tied up as delays have set the project back three years. Council members expressed their concerns during a recent meeting.
