MINOT — Sen. John Hoeven is not a political figure that eagerly inserts himself into controversy.

Some politicians love to brawl. They want to be seen positioning themselves around whatever controversy is holding the attention of the masses, be it related to the business of public policy or not. Hoeven, though, is not of this ilk.

He's boring, typically, in the best way an elected leader can be boring.
