BILLINGS, Mont. – Interior Secretary Doug Burgum on Wednesday proposed canceling a public land management rule that put conservation on equal footing with development , as President Donald Trump's administration seeks to open more taxpayer-owned tracts to drilling, logging, mining and grazing.
