The City of Sioux Falls, along with the Sioux Falls Police Department and two of its officers, denied in a court filing many of the claims made in a lawsuit from a Nebraska woman who claims that "negligent conduct" by the officers during a pursuit led to severe injuries for her.

The lawsuit stems from an Aug. 25, 2023 incident in which two men were arrested after police said they identified a stolen car near the intersection of 14th Street and Cliff Avenue and attempted to stop it. The department said the driver instead fled, hitting a vehicle near the intersection of 10th Street and Cliff Avenue.

Shelia Risseeuw, the driver of the vehicle struck, filed a lawsuit on Aug. 13, 2025 that said she "sustained severe injuries resulting in a course of medical treatment; permanent impairment
