El Paso police arrested two people on animal cruelty charges after finding 25 dogs kept in "unsanitary conditions and substandard housing," including one dog dying, authorities said.

Shannon Marie Hayes Inks, 39, and Wayne John Douglas Hayes, 44, were arrested on one count each of cruelty to non-livestock animals by killing, poisoning or causing serious bodily injury and cruelty to non-livestock animals by failure to provide, El Paso Police Department spokesperson Stephanie Shields said in a news release.

Shannon Hayes's attorney, Daniel Robledo, could not immediately be reached for comment. No attorney is named for Wayne Hayes in court records.
