A 35-unit, four-storey apartment building will rise on the former site of Vaughan Seed Co ., an enterprise established by Welland’s first mayor, Marshall Vaughan.

City council has approved zoning and official plan amendments for a 0.22-hectare property at 111 Victoria St. , which has been vacant since 2008 after fire destroyed a nearly 100-year-old building on the site.

The Biglieri Group, representing the developer 111 Victoria Street Inc., requested the property be rezoned from light industrial to site-specific medium-density residential.

The change allows for the construction of the apartments, along with 21 general parking spaces, two barrier-free parking spaces and 22 bicycle parking spaces.
