The state’s sales tax and flat-rate income tax should be eliminated and replaced by a graduated-income tax rate, based on the taxpayer’s ability to pay, because those taxes are overtaxing low-income and working-class taxpayers and under-taxing the wealthy.

The gas tax should be reduced for the owners of gas-powered automobiles and increased for the owners of oversized and overweight trucks because it is these vehicles, not the cars, which are damaging Pennsylvania roadways.
