A discussion paper released by Local Government Minister Kerry Vincent on September 15 proposed that councillor numbers be reduced at all but one council and councillor allowances increase by a minimum 14.25 per cent.
Mr Vincent said it would have no net cost to the community (because of the lower number of councillors).
