FLINT, MI -- A Flint City Council member is calling for the creation of a special police unit dedicated to enforcing ordinances like loitering within the next 30 days.

1st Ward Councilman Leon El-Alamin requested a resolution to create the special unit, saying residents are increasingly concerned about large groups congregating before and after events and around businesses.

The resolution -- expected to be considered for the first time during a council committee meeting on Monday, Sept. 15 -- notes the death of Jayla Keel , an innocent bystander who died a month ago from a gunshot in the aftermath of an annual 810 Day celebration.
