CHICO — Reflecting on moving into her north Chico home in 1994, Liz Brooke describes an idyllic neighborhood.

“It was real quiet,” said Brooke, who never used to lock her doors. We got great neighbors who’d been there forever. … All the kids would just play. You’d just send them out the door, and they would play in the street.”

Her peaceful neighborhood changed, she said, after Chico implemented its alternative camping site at the corner of Eaton and Cohasset roads. Today, she keeps her doors locked and describes the area as “the Wild West.”
