LIVINGSTON PARISH, La. (WAFB) - A lot more stray cats in Livingston Parish will be seen with a little clip on their ear, indicating they’ve been spayed or neutered.

It’s thanks to a new cat clinic that just opened up and is already meeting its goals.

“I’m like the voice of those that can’t have a voice,” Devona Foster, a volunteer, said. “My motto is, if you feed it, fix it. Because you’re responsible for that cat. You’re their voice.”

Louisiana, like much of the South, has a problem when it comes to cat and dog overpopulation. Maurice Durbin says rural areas like Livingston Parish suffer the most.
