LOUISVILLE, Ky. (WAVE) - Louisville’s leaders made a commitment to initiate reforms within the city and its police force.

Two teams are finalists: 21st Century Policing Solutions (21CP) and Effective Law Enforcement for All (ELEFA).

Both are national firms without locations in Louisville, but have served as independent monitors in other U.S. cities that had consent decrees.

“It requires this community, the city, the city leadership to hold your department accountable,” Ron Davis with 21CP said. “We would be there to assist. We can’t hold them accountable other than tell you the exact truth and evidence so that you can hold them accountable.”
