City Councilor Ed Flynn (South Boston, South End, Chinatown, Downtown) says requiring third-party delivery companies to buy insurance for their deliverers isn't enough to reduce Boston road mayhem - he now wants an outright ban on the use of mopeds and e-bikes to shuttle food around the city.
Other councilors, however, say a ban like that would hit immigrant and minority drivers the hardest, and that the city should look at stepped up outreach and education to get the two-wheeled drivers to obey the rules of the road first.
The insurance requirement is mandated in an ordinance, approved in April, that has yet to even go into effect.
