NORTH CHARLESTON — Condida Deas Joy never had the chance to meet her grandfather. He died the year before she was born.
But she has spent years documenting and preserving her family’s impact on the oldest community in North Charleston, including her grandfather Louis Joseph’s efforts to provide affordable homes to Black families during segregation.
On Sept. 17, his legacy was permanently established in Liberty Hill with a historic marker. As the sun peaked through the trees, a crowd of neighbors, family members and city leaders gathered on Lester Street at the site where these homes once stood.
