KANSAS CITY, Mo. (KCTV) - A lawsuit filed against Missouri’s newly passed congressional map claims the effort is unlawful and points out one southeast Kansas City Voter Tabulation District, or VTD, was placed in both Congressional districts 4 & 5. Looking at House Bill 1 , which contains the redrawn congressional map, it appears VTD 811 has been put in both districts .
A Voter Tabulation District is a term used by the Bureau of the Census and is similar to a state or county precinct. It’s created in the redistricting process to decide what Congressional district an area should be in.
