After roughly three hours of discussion, the Encinitas City Council on Wednesday rescinded and revised emergency actions it quickly took in August in response to immigration enforcement near schools.

Despite the unanimous passing of the emergency actions on Aug. 20, the council reheard the issue on Wednesday after an allegation that the approval was in violation of the Brown Act—which guarantees the public right to participate in public meetings.

Garvin Walsh, a San Diego County Republican Committee member who filed the “cure and correct letter,” said the council was in violation because the item was not posted 72 hours before it was heard.
