BULLHEAD CITY — For three years, the board of the Arroyo Vista Estates Homeowners Association has been working with the city to seek a grant to help pay to remove a substantial amount of grass from Arroyo Vista Park, replacing it with less water-intensive landscaping in an attempt to greatly reduce water usage by the HOA.
Shortly after coming up with what was thought to be a working agreement between the HOA and the city that would utilize $500,000 in funds from the Western Infrastructure Finance Authority of Arizona to pay for 80% of the project, a group of homeowners in the development tried to derail it. ×
