TUCSON, Ariz. (13 News) - The Tucson Police Department said two more people have been arrested in connection with the anti-ICE protest in Tucson that turned violent on June 11.

On Friday, Sept. 19, the TPD said 46-year-old Joe Michael Quarnberg and 34-year-old Kevin Clarke Silary were arrested the day before on charges of rioting, intentional vandalism, and terrorism. Both were booked into the Pima County Adult Detention Complex, but neither was listed on the jail roster as of Friday afternoon.

The TPD said both have “played a significant role in escalating the violence during the incident.”

According to investigators, Quarnberg and Silary provided riot shields, rocks, and “balloons filled with unidentified substances” to people in the crowd.
