PERRY COUNTY, Ky. (WYMT) - The Kentucky Association of Mitigation Managers has named Perry County Emergency Management Director Jerry Stacy its 2025 Mitigation Manager of the Year.
Stacy led efforts to create an expedited buyout program after the 2022 flood, working directly with FEMA to move families out of flood-prone areas. His leadership inspired other Eastern Kentucky counties to join the initiative.
Officials say the program has already protected more than 60 families from flooding during a storm earlier this year.
Stacy said he could not have done it alone.
