Attorneys for District 2 Councilwoman-elect Samantha Ingram argued Friday outgoing Councilman William Carroll’s legal challenge of her residency should be dismissed, writing in court documents that state law trumps the Zoghby Act’s residency requirements for candidates.

Days after the Mobile City Council voted on Tuesday, Sep. 2, to certify the results of the Aug. 26 municipal election, Carroll filed a lawsuit against Ingram in Mobile County Circuit Court seeking to void the results of the District 2 election that Ingram won, remove her from office and set a special election.
