WATERTOWN, New York (WWNY) - The old Black River Paper Company complex on Factory Street in Watertown is now on the market.

“The city was working with a developer out of the Rochester area who was looking at redeveloping the building into apartments and commercial space,” said Watertown Planning and Community Development Director Mike Lumbis.

Green Leaf Builders had hopes to give the area new life, aiming to transform the building into an apartment complex with more than 100 units, along with community rooms and laundry facilities.

The project was estimated to cost around $12.4 million. The developer applied for a $5 million state grant, but didn’t get it.
