Lansing — Republican Tom Leonard, a former state House speaker who's campaigning to be the next governor, released Wednesday a 16-page policy manual that details his vision for Michigan's future.

Leonard's wide-ranging "The Path Forward" paper touches the economy, education, government transparency and expanding mental health resources. The document is unusual because candidates often roll out their ideas one issue at a time and it comes early in the race: 10 months before the August primary.

Leonard said he wants to immediately cut Michigan's personal income tax from 4.25% to 3.9%, restore right to work and improve reading scores by allowing students to move to fourth grade only after certain benchmarks are achieved.
