WASHINGTON — The Montgomery County Board of Elections is expressing concerns that a proposed rule change regarding how the United States Postal Service postmarks mail could impact mail-in voting.

USPS is proposing new language that would include stating that a letter's postmark date is not necessarily the date on which the Postal Service first accepted the piece of mail.

"...the postmark date does not inherently or necessarily align with the date on which the Postal Service first accepted possession of a mailpiece," reads a statement posted on the USPS website on Aug. 26. The notification ended with an explanation on how to submit comments or concerns with a deadline of Sept. 11.
