A man whose release from the Weld County Jail earlier this month received national attention is again being held at the jail, this time on a $1 million bond after he was arrested Wednesday with a rifle on the University of Northern Colorado campus.
Ephraim Debisa, 21, was arrested this week on charges of trespassing and unlawful possession of a weapon on school grounds, arrest records show.
Debisa was released from the Weld County Jail earlier this month after he was found incompetent to stand trial and likely could not be restored to competency.
