External Affairs Minister S. Jaishankar addressed the G20 Foreign Ministers' meeting, highlighting that terrorism poses a "persistent threat" to global development. He emphasized the need for the international community to show no tolerance or accommodation towards terrorist activities. Jaishankar stated, "A persistent threat to development is that perennial disruptor of peace – terrorism. It is imperative that the world display neither tolerance nor accommodation to terrorist activities."
He pointed out that those who combat terrorism contribute significantly to global security. Jaishankar also criticized the current limitations of multilateral institutions like the United Nations, stating, "The need for reforming multilateralism has never been greater." He urged G20 nations to take a proactive role in stabilizing the world amid political and economic challenges.
Jaishankar's remarks come in the wake of the April 22 terror attack in Pahalgam, Jammu and Kashmir, which resulted in the deaths of 26 individuals. He described the attack as an attempt to undermine Kashmir's tourism and provoke religious violence. Following this incident, India conducted targeted strikes against terrorist infrastructure in Pakistan and suspended the Indus Waters Treaty.
He reiterated that India will not tolerate nuclear threats from neighboring countries, stating, "We will not allow nuclear blackmail to prevent us from responding." Jaishankar stressed that terrorism is a global issue and that no nation should use it to further its own agenda, as it ultimately backfires on those who support it. He concluded by asserting that terrorism must be met with zero tolerance, with no excuses or justifications.
