A Dover man has been arrested for the second time on charges of sexually abusing a child.

Thomas Kennedy, 56, was first arrested on July 30 by Dover Police Department and charged with sexual abuse of a child by a person of trust. A juvenile victim who came forward reported to the police department that they were “inappropriately touched” by Kennedy between 1998 and 2014, according to police.

The age of the victim, and the date and location of the abuse, were withheld to protect their identity, police said.

Kennedy was committed to Sussex Correctional Institution in Georgetown on a $10,000 secured bail and charged with sexual abuse of a child by a person of trust and second degree unlawful sexual contact. MORE TO READ: Get ready, readers. This national bookstore is now open in Dover
