GREEN LAKE, Wis. ( WBAY /Gray News) - A Wisconsin family is pushing for legislative change after a crash killed their 12-year-old son.

Emmet Zodrow was on the sidewalk, riding his bike to the Green Lake public library, when he was hit and killed by an 85-year-old driver who mistook the gas pedal for the brake.

“He’s 12 ... he’ll be OK. He was by the library, in town, how bad could it be?” Angela Zodrow, Emmet’s mother, remembers thinking that day. “He did nothing wrong. He wasn’t at the corner, he wasn’t in the road. He wasn’t in the crosswalk; he was where he is supposed to be.”

Emmet’s family said it was like experiencing that awful day all over again when they learned the driver, Jean Woolley, would not face any criminal charges.
