SCOTTS VALLEY — At a Scotts Valley City Council meeting in early September, then-Vice Mayor Allan Timms, who had served on the governing body for about three years, shocked fellow council members and attendees when he announced that he would be permanently stepping down from the council.
“It was more emotional than I expected, honestly,” Timms told the Sentinel. “I was aware that the executive staff were informed just before the meeting began, which made walking in even worse, but then to go through the business of the night and then to drop the news right at the end made it emotional. I really did not like keeping it from the rest of the council, but the Brown Act is what it is. The reactions of the other council members were nearly enough to tip me over the edge emotionally.”
