A 6-year-old boy was placed in foster care after police say he was found malnourished, scarred, and burned while wandering the streets of Moore last week.

Good Samaritans discovered the child near South Eastern Avenue and SE 12th Street and called 911. Neighbor Michael Smithpeter said the boy appeared injured and in distress.

“His chest was sunk in, his belly was distended,” Smithpeter said. “I do think about how brave that child is to recognize the situation he was in and to get himself out—and I’m thankful we were there to be able to do that.”

Allegations of abuse

Police identified the boy’s father, Dilon Moore, and stepmother, Cathy Ngo, as suspects in the case. According to investigators, the boy told neighbors and officers he had been tied up, starved, and burned with a lighter.
