Emergency manager details planning help that city offers

Surprise Emergency Manager Kim Campbell was already scheduled to speak at Monday’s faith summit at City Hall.

But when a man opened fire a day earlier at The Church of Jesus Christ of Latter-day Saints in Grand Blanc Township, Michigan — leaving four people dead and several others wounded — it took on extra importance.

“What happened (Sunday) is just unspeakable, but you have to be prepared for those things,” Campbell told about three dozen leaders of various religious faiths who had gathered for a forum that Mayor Kevin Sartor had organized. “It can happen anywhere at any time.”
