A Lancaster County man was sentenced Tuesday after he pled guilty to shooting and killing a deaf and mute man in 2023 .

Edwin Ulysses Concepcion, 25, was sentenced to 35 to 70 years in state prison on Tuesday. He pled guilty Monday to criminal homicide, firearms charges and false statement charges.

Concepcion gave no reason for the seemingly random shooting on May 1, 2023, when he shot 68-year-old Israel Lugo four times in the first block of West New Street in Lancaster.

First Deputy Assistant District Attorney Cody Wade, who prosecuted the case, said it was a “deliberate and unprovoked attack.”

Lugo’s brother asked Conception why the shooting happened but Concepcion gave no reason.
