In a relatively rare occurrence, two bills — both gun regulations — were voted down on the House floor in Harrisburg on Tuesday, with a third firearms bill narrowly passing in the closely divided chamber.
Legislative leaders can generally count, and it’s fairly unusual for them to call up bills for a vote when they aren’t sure they have the numbers.
But this isn’t the first time a failed vote has happened with gun control measures.
