(NewsNation) — The father of a murdered 22-year-old woman explained the reasons behind his fury at lawmakers during a congressional hearing in Charlotte, North Carolina on Monday.

Stephen Federico, the father of 22-year-old Logan Federico, who was murdered by a career criminal during a burglary in South Carolina, ripped lawmakers for crime policies that ensured Logan's killer was free despite a lengthy criminal record.

Logan was fatally shot May 3 while visiting friends at the University of South Carolina in Greenville. Suspect Alexander Dickey, 30, allegedly broke into the home and killed Logan.

According to NewNation affiliate Queen City News, Dickey has been arrested 39 times and had 25 felony charges. Federico told the hearing that Dickey spent "a little over 600 days in 10 years" i
