New Delhi/Bhubaneswar: The Supreme Court has sought a a detailed explanation from Bhubaneswar Development Authority (BDA) on the contentious occupancy certificate (OC) issued to Odisha’s first public-private partnership (PPP) real estate project in the city.

Initiated by the Odisha State Housing Board (OSHB), the project has long been mired in legal disputes due to alleged fraudulent practices and regulatory oversights. The Odisha RERA had intervened after the builder offered possession of flat in the city-based apartment without an OC in 2018.
