KNOXVILLE, Tenn. (WVLT) - The Cumberland County Sheriff’s Office announced on Wednesday that a lengthy narcotics investigation has dismantled a drug trafficking organization in Cumberland County, leading to federal indictments and over a dozen arrests.
CCSO says the investigation began in October 2024 when a narcotics investigator began looking into the rising fentanyl overdose crisis in the county.
The investigation included controlled purchases, surveillance, search warrants and multiple interviews with confidential sources. According to CCSO, through these methods, investigators were able to identify a DTO that was operating in Cumberland County. They also identified Justin Octavius “J Roc” Toliver, of Davidson County, as the sole supplier for the Cumberland County network.
