An independent review into the appointments of high-ranking officers within the Northern Territory Police Force has found "widely held beliefs" that promotions were affected by "bias and favouritism" and that current recruitment processes need to be "significantly improved".

The review was announced in March, following a report by the NT's corruption watchdog that found former police commissioner Michael Murphy engaged in improper conduct by mishandling a conflict of interest when he chaired a panel that appointed his close friend Peter Kennon to assistant commissioner last year.
