The Clackamas County Sheriff’s Office has released the name of the man who was found dead in the Tualatin River over the weekend.

Paddle-boarders came upon the body of Joe Jacob Winn, 42, near Brown’s Ferry Park in Tualatin, at about 2 p.m. Sunday and called 911, according to the sheriff’s office. A rescue-and-recovery team responded, located the body and recovered it.

The sheriff’s office on Thursday said it does not suspect foul play in the death.

More than a dozen bodies have been recovered from Portland-area waterways this year, which is not an unusual number. Most are discovered in late spring, when rising water temperatures can accelerate decomposition, causing bodies to rise to the surface.
