Nearly a year after Department of Public Works employee Timothy Cartwell was fatally struck by a city garbage truck in a West Baltimore alley, newly released records, including surveillance video, a 911 call and a final case review, provide the clearest account yet of the incident and its aftermath.

Prosecutors say missteps by DPW so badly compromised the investigation that no criminal charges can be brought.

Cartwell, 46, had worked for DPW for about 20 years.

On the morning of Nov. 8, 2024, he was assigned to a trash truck route with two colleagues, driver Othella Capri Gough, who had been on the job six months and coworker Anthony Epps, who had joined DPW just two months earlier.

The crew was working in a narrow alley along the 1600 block of North Monroe Street.
