Feldstein Soto Says New FEMA/DHS Grant Requirements Are Unconstitutional

Los Angeles has joined a coalition of cities, counties, and local agencies suing the U.S. Department of Homeland Security, challenging new conditions on federal disaster and emergency grants that the plaintiffs say are unconstitutional. The case, led by the County of Santa Clara and the City and County of San Francisco, names DHS and Kristi Noem among the defendants and contends the Trump administration cannot tie funding to unrelated domestic policy goals.
